解决方法

方法一

管理员身份运行CMD，执行完成后需要重启电脑，但关机后下次仍然会出现该错误。

netsh winsock reset

方法二（推荐）

使用注册表方式。复制如下代码，新建文件test.reg（文件名可任意取，需以.reg结尾），双击执行。
